Do I need to register with any of the bodies like NICEIC OR NAPIT to issue EICR

Hi mate, The Regulations require the electrical installations to be inspected and tested by a person who is "qualified and competent". That means: Either, a member of a competent person scheme; Or, require the inspector to sign a checklist certifying their competence, including their experience, whether they have adequate insurance and hold a qualification covering the current version of the Wiring Regulations and the periodic inspection, testing and certification of electrical installations. It’s all about competence. You also need the correct insurance around public liability as if you issue an EICR and there is an issue later on you would need to be able justify why something was missed or passed. You don’t need to be a scheme member but have enough knowledge to say the installation is safe for continued use. I am happy to do this for domestic and light commercial but I would not do industrial as my experience is limited.

All the law states is that to conduct an EICR someone must be competent to do so. Effectively anyone could do an EICR. The relevant L3 qualification is 2391/2 or equivalent. If he's NICEIC /NAPIT you also have some assurance that he's appropriately insured to carry out the work.
