Removing paint off lime plastered wall

Hi there, I have a couple of questions below and would be grateful for advice? Lounge 1. We are looking at painting our walls in our lounge in our home which is a 200 year old stone built house. After removing the wallpaper - we have noticed that there is a strip of approx 1m high of what seems to be non-breathable paint on the original lime plaster. Does anyone know how I can remove this paint? Hallway 2a. In our hallway - we have artex painted walls on what appears to be a varnish of some sort. We would like to remove all of the artex paint so that we can paint over the walls. Some of the artex has peeled off easily but not all of it is coming off. I have tried using a wallpaper removing steamer but has not worked. Also a survey has confirmed, the artex is non-asbestos. Does anyone know how we can remove it? 2b. The hallway ceiling is very high over the stairs and has cupula windows so cannot be accessed easily with a ladder. Does anyone have any advice on how we can remove the paint in high ceilings and around the glass cupola? Thank you for your time :) With best wishes, Sheila
