Foundation step shuttering

Hi, The extension foundations needed a step in the concrete , the ground contractor shuttered to the bottom of the trench, the concrete has been poured. Now there is 480 mm deep on concrete then a 30 mm wide gap of contain no concrete (where shuttering is) and then the concrete starts again with a 230 mm step up, hence 710 mm of concrete depth. Is it normal to shutter to the bottom of the trench as I thought that the concrete should be continuous? If not should it be fixed by: jack hammer the 480 mm side down by say 150 mm, then rebar into the step and then concrete over at the step height? Thanks J

The shutter on the step should only go down to the top of the lower level concrete so it is all in one if I was you I would tell the people who done this to put it Wright and you want it broken out with 450 mm laps and rebar drilled and resin fixed

Steps should be formed all in one and the toe of the step should be the same as the height of the step and should work out to block work or brick work it should be 225mm or 450mm and so on

The shuttering for the step should not go down to the bottom of the trench as it should be removed after concrete has cured
