Why did someone gloss paint my walls and should I remove it before applying insulated lining paper

Hi, I’m redecorating a semi-d bungalow in Edinburgh and it has a bit of a black mould issue. I’m going to line the exterior walls in each room with insulated lining paper. Someone, a long time ago, painted above the picture rail with gloss paint. I’ve lots of repairing to do anyway and would like to know if I should remove the gloss paint before I put up the new lining paper? Thanks!!

Trying to remove the gloss paint to expose the wall skin might be a bit of a challenge. I would suggest you use sand paper first on the glossy wall. By so doing, you have reduced the chance of the lining paper coming off in the future . After using sand paper, apply undercoat and allow to cure before laying insulated lining paper.

Black mould can be removed with a HG Mould spray and scrub, then use an electric sander on the wall using a mask, put the undercoat down and then lining paper, follow with dulux trade paint. Three coats are usually needed on lining paper

No problem applying undercoat but I would prefer using a palm sander to the glossy walls to profide a key. Then apply solvite glue size prior to hanging lining paper. Regards.

It really doesn't matter use a ready mixed paste and the paper will stick and at least the wall are sealed with the gloss
