New installed Driveway is 1 to 3 inches higher than the public footpath.

Hi Guys, Firstly, I don't live on any type of hill. I just have an average 3 bed semi detatched house with a driveway that easily fits 2 cars. I've just had a new driveway laid with concrete flags and black brick edging. It looks great until you view it from the public footpath whereby on the left hand side it's approx 1 inch higher than the public pavement, running up to approx 3 inches higher on the right hand side where the brick edging has already come loose after only a few days. In fact the bricks do not appear to be cemented in place at all. The driveway installer has put tarmac up against the front of the driveway where it meets the public footpath which not only looks a complete eyesore and stands out like a sore thumb, and has already started to come apart literally only days after it was put down. In my opinion this is a trip hazard, or sprained ankle, or something worse waiting to happen on my watch!! I went for a long walk yesterday and looked at about 150 houses and all of them had perfectly level driveways where they meet the public footpath. So, in my view my driveway has not been finished correctly. My question is: Surely the end of the driveway is supposed to be level with the public footpath? Or are there any legitimate reasons why my drive should be completed like this? Or has my driveway installer simply not calculated the downward gradient to the public footpath correctly? I've told him to come back and sort it out, but so far he's not shown up. Appreciate your help and suggestions!! Many thanks. Phil
