Gas barrier needed in new build floor?

If I was working on a new build on a new site how would I determine if I need to install a gas membrane on the ground floor construction? Will there need to be some kind of soil testing that need to done to determine if there are dangerous gasses in the soil? Or do I need to contact the local council or something to determine if the area has dangerous gases like radon in the area?

Local searches. Normally the local authority have most information regarding land gas in your area or building control should gas of been detected in the area.

Under Construction Design and Management regulations the Client has a duty through his Designer to carry out the relevant searches to determine what needs to be put in to the design of the plots and if a gas membrane was required it should be mentioned in the design brief .
