It depends on what type of paint it is. If it’s oil based, try using a small washing up scourer sponge and some white spirit and if it’s water based paint try the scourer sponge and a little bit of washing up liquid. If you don’t know which type of paint it is then just try the washing up liquid first and if that doesn’t work then try the white spirits.

Try something like white spirit or paint thinners. Just small amounts be patient with a rag or earbud.
