Best way to remedy a damp quarry tile floor

I have a utility room that is on a notable slope out down to the back door. At its highest point, it is higher than the adjoining kitchen floor and at its lowest point, it is lower than the adjoining kitchen floor. I would really like to have a laminate floor/vinyl floor that comes right through my kitchen and utility room. I would also like a level floor in my utility room. We recently had a laminate floor laid though the living room, dining room and hall. The fitter looked at the utility room but said it was presently too damp for a laminate floor to be laid on. What is the best way to level out and damp proof the floor so that I can have some sort of floor laid right through and have a level floor. I would prefer the floor to be all one level but if this isn't possible would consider a step being put it. House is 1880s terrace and utility room is quarry tile, currently with roll of lino over it.
