How deep are footing reqd to be on nextdoor's new extension?

Best I first give a description of mine and next door's properties........ Both houses are part of a 100+ year old terraced block made of solid approx 18" thick walled sandstone. The block is situated on a reasonably steep incline..ie, next door's property is uphill of mine. This means his bottom floor and small backyard is approx 18" above mine. I replaced my original single story rear annexe with a new 2 storey cavity walled double extension about 20 years ago. Nex door is doing the same with his original annexe, but is differing from mine in that his extension will take up a bigger area than the original and will cover or include his small backyard. This means the new extension's outer wall will almost butt up to my extension's outer wall leaving just a small gap of around 6" - 9", at least that is what's planned, apparently. Now, can someone kindly tell me how deep will the new extension's footings have to be? Will they have to reach down to equal the depth of my extension's footings, or will it be ok if they are 12", 18" or whatever above mine? I live on a Welsh hillside with some underground streams which are not currently problematic, but could be if there's ground distubance. So along with keeping the safe structuer of my extension I'm also concerned with potential damp problems. As you can tell I'm not familiar with building rules and hope I've explained the situation ok? Advice much appreciated.

Usually they should be dug at about 1.2 meters as long as there are no big trees withing a certain distance but all we be the decision of the inspector that will come to check and sign off

It is normal practice to dig as deep as the existing foundations of the original house. This will be subject to ground conditions normal digging would be around a metre deep subject to ground conditions . The overall condition of the foundations will be down to the building inspector , who will inspect them and tell you if you are required to dig deeper for better ground . Your drawings will have all the information on there as far as the concrete depth and width normally 225mm deep x 600mm wide . Should you hit water you will probably be asked to dig below the water table by the building inspector.
