How to fill, concrete and screed over wall cavity?

Hi all, Please can the community assist with the below / attached. We recently moved into a house whereby the previous owners had extended the kitchen. As a result the've removed a wall and put down laminate flooring (approx 6 years old now). Of course we wanted to put our mark on the property and have fresh new laminate put down. Upon lifting the old flooring (laminate) we noticed there were only what I can describe as thin foam padding and also rubber material underneath to bridge the cavity gap. After lifting these up, we noticed it revealed the cavity of the old wall that had been removed. It is now clear that this part of the job has not been done correctly. What is the best way forward as per the attached/below? We do have some hot and cold water feeds and an electrical cable that runs in this cavity to serve the sink and dishwasher, which is located in an island in the middle of the kitchen. We've had a recommendation to put the water feeds and cable through a larger diameter pipe within the cavity. This will make it easier to access at a later date if needed? In addition to then fill the cavity to brick level, put some damp proof membrane down followed by some foam ready to be screeded over? That's as best as I can describe it and I hope the photos tell the story a little better to find the best and easiest solution.

The cabling and pipework should have been put in trunking. It should then have had some insulation (celotex) put in around it to protect it . Then a screed of sand and cement to build the floor level up . Any foam will create a sponge effect when walking on the void. These pipes need protecting
