Gravel over concrete advice

Water runs down the street and pools in our driveway. It was covered in old, patchy tarmac which we lifted with a view to putting down gravel to allow water to drain away naturally. Unfortunately the area under the tarmac appears to be concreted which will not allow the drainage we hoped for. Rather than try and remove all the concrete can we break it up slightly, crack it (?) to allow water through. Then lay plastic grid and the gravel? Its proving very expensive already, as we have the cost of removing the tarmac and may need between 10 - 16 tons of gravel !! Any advice is welcome.

Hi in my opinion there's two options, one is a cheaper options ,if u wanna keep a old concrete to reduce cost , I will drill lots off holes in that concrete with biggest drill bit u probably cud get and filled with Shingiel,gravel then lay plastic grit then gravel over them ,this way u keep concrete level without baking it.Option two is mutch more expensive to remove old concrete and grid and gravel

I'd break out the concrete, remove it. Then dig down further, fill with pea-gravel the fit an Aco drain. If your driveway has an adjoining garden, you could dig out a foot or so the create a soakaway, run a plastic pipe from the dug-out section of the adjacent garden to your new soakaway, fill the soakaway with gravel then refill with the garden soil and replace with turf or grass seed.
