Damp under stairs floor wet walls bone dry

DAMP UNDER STAIRS FLOOR IS WET , WALLS ARE BONE DRY Hi, an issue we have is a Damp smell and the wet floor under the stairs. walls are bone dry, expert says its due to condensation - we need a solution a permanent one not just to plonk a humidifier on we were thinking of putting a window in the bathroom then open up under the stairs insulate the walls and use thermal boards or plaster, etc to open up the area also add a heater electric one near the socket that will be on a timer to go on and off now and then to keep the area warm and ventilated. would this work do you think? we were thinking after opening up under the stairs we would underlay and carpet that patch area? would be more vigilant with keeping doors open etc for ventilation. please your thoughts and solutions would be much appreciated I will attach pictures.

All of those would impact positively on condensation. Would be worth having it checked out by an expert first before you spend any money as it may be a failure or non existence of the floor dpc which is separate to that of the walls which would explain why the walls appear dry

Depending on the age of your property, building regulations didn't come in to play until 1965, prior to that there was no requirement to place a damp proof membrane in the floor. This is different to the damp proof course in a wall, 1875 public health act required a dpc to be installed in walls... Hydrostatic pressure is forcing water up, the water table is rising due to global warming and we are seeing more and more issues with floors in old houses, that when the property was built were never a consideration... The previous answer is good. More info needed. Is wall external? Wall construction? Insulated? Pipes in area? (Water / sewage). Outside ground level?
