Floor uneven and builder will not fit skirting board as quoted

I have just had a new conservatory built. The concrete slab is uneven and stones are visible. The builder says they would not normally do the scree, is this correct. They have also stated that they can not do the skirting as the concrete slab will take 4 months to fully dry. Also they have left the cavity open at the door. It feels unfinished is this correct.
Are you a tradesperson and able to answer this question?

Providing the concrete has a proper membrane and insulation under it then a leveling compound will solve the uneven floor, yes there is a long drying time for screed or concrete but if we all went by those drying times jobs would never get finished or you'd be constantly returning to jobs to finish floor coverings and skirting to get the final payments!
Seems like he's just making excuses as any half decent carpenter could easily scribe the skirting to the uneven floor.

Hello: without photos it’s difficult to tell what would be required but normal practice would be to do a50mm screed on top of the concrete if being tiled or a self levelling compound for carpeted areas:
A drying out period is always required and this should be monitored with a damp tester prior to any finished floor covering.Drying times can vary depending on conditions but generally quicker in conservatory’s.
Skirting can be put on as long as no surface contact is made but again it depends what floor covering you are having ? If you’re having tiled or laminate you would generally fit them after those coverings have been laid.

Hi . If we was to have done this job we would leave a finished level floor . Or if required but to any damage for instance . Use a floor screed to finish. Skirting boards fitted once dryed. A couple of days I might add. As for the cavity being left open. This should of been closed using a cavity closer. This is in the regs of any build . Hope this helps .

Cavity yes need to put self leveller down and skirt can be done soon as plastered builder would not normally say this to customer ie wen they build a new house they don’t leave for that amount of time to finish it
