Rayburn multifuel not heating radiators

We have just bought a cottage that has a Rayburn multi fuel that is for cooking, heating and hot water. We are complete novices and having managed to light the thing and get the hot plates working, as well as some hot water, it doesn't seem to work for the heating. I spoke with a helpful new neighbour with a similar Rayburn who said I need to make sure the thing is heating up to above 150 degrees before the pump will kick in to heat the radiators. The previous owner said she hadn't lit it when we viewed in December as was waiting for it to be serviced in January. We have the paperwork for that so know it was done. Now thinking why would you wait until a freezing cold winter to get it serviced?? We viewed again in February and it still wasn't lit, her reasoning that it is a lot of effort to bring coal in when she has a bad shoulder. She was using a log burner to heat the lounge, immersion for hot water and had a separate cooker. Any way I now don't know who the best person is to get out and look, or also considering having the Rayburn removed and an electric range cooker in its place. There is no gas in the village so how would I then heat the house? Is this a big expensive job?
