In what order should I refurbish my house?

We bought a 1950s semi-detached 3 bedroom house approximately 6 years ago. Having moved out of the area now, I want to ensure this (now) second property is up to rental standards before letting it out to tenants. Having spoken to a few people, they've advised it would probably be more cost effect to have a full rewire of the electrics on the property. Also, the property has a loft conversion which can't be classed as a fourth bedroom due to an unstable spiral staircase (and I imagine other building regulation requirements too). I would like to have this brought up to building regs standards so it can be classed as a fourth bedroom, especially if and when I decide to sell in the future. My question is: (1) in which order should I be looking to do up the property - electrics first and then staircase fitted for loft? or staircase fitted first and then electrics? (2) at what point would I need to contact the council to have it all passed - I don't want to create an unnecessary headache by contacting them sooner than I need to.
