Trial pit to check foundations of property

Hi all, We're in the process of expending on top of our existing garage. The architect/structural engineer mentioned we need trial holes to check the foundations however has suggested these could be done inside the garage rather than outside. I've searched on various sites and can't understand why they are advising this inside. Any thoughts?

perhaps they assume the outside of the wall is your boundary line so if you dug outside you would be on the neighbours property

The principal is to excavate inside and find out what kind of foundation you have, for example Raft foundation it`s only made inside so by exclusion you can find quick what you need to know if you don`t have any history of the existing.
