Insulate between rafters of shallow inhabitable loft or on top of joists?

Context: We are renovating a first (top) floor flat which has a shallow (17.5 degree) pitched tiled roof, so the loft space in inhabitable. All ceilings of the flat will be removed entirely and replaced with new and with spotlights in every room. Radiator piping will also be run through the loft space as there is concrete under the floor of the flat. Question: Should we insulate the floor of loft with rockwool or the rafters of the loft with Celotex or...? And what thickness?

I would install 300mm of Loft insulation installed from below With netting hold it in place, before you then board out the ceiling.

make sure you have air flow into the loft void above the insulation to prevent a build up of condensation

If the ceilings are removed you can apply breathable spray foam insulation which lasts a life time , the problem with floor rolled insulation is it degrades and only last 4-5 years . I imagine you don’t want to be constantly taking the ceilings down . Protec insulation Bodmin
