Can missing a windowsill end cap be the cause of a window leak?

We’ve noticed water ingress coming up through the floor in our en-suite. At first we thought it was a leak from the cistern but the plumber has tightened a small drip and it still continues. I discovered gaps in the window seal and filled them in, but water is still getting in. I’ve noticed one end of the windowsill is missing an end cap, could this be the cause of the water ingress? There’s nothing more I can see that would point to how the water is getting in. Update: It seems the plumber didn’t check properly when he first visited. Not sure what he tightened, but he missed the leak from the back of the pan. Three floor tiles have had to be lifted and the door frame will need replacing as it’s warped from swelling because of water absorption. Not sure how he missed something simple.

Not likely, no. The cills have channels running the whole way through (lengthways) meaning that any water would either build up at the other end or leak straight out the same opening onto the ground below I would've said possibly loose/exposed sealants, but if you've covered that aspect I'm not sure the windows are the problem. Check for any cracks in cement around the window as another potential source of ingress. Other than that the only other thing I can think of is if you have a broken hinge or failed gasket which is allowing driving rain into the building
