Confused about my meter

I am trying to understand my economy 7 meter. As I understood it The cheaper rate is R2 and should be during the night when my storage heaters charge. The Day Rate is R1. The reason I am confused is because I live in the only residental flat in a building with different businesses in it. All the meters are in one room and are not only accessible by me. There is a word processed sticker on my meter which says "R1 00:00 - 07:00. R2 07:00 - 00:00". This seems contrary to everything I read. Can this be correct and if it is correct am I able to adjust my storage heaters to come on after 7am so they can charge at the cheaper rate? By the time I get home from work in the evening they are cold and I don't want them charging during the expensive period. Also what does this mean for me when I submit energy reading to my supplier? Is it possible I am being billed incorrectly?

The rates appear to be correct. The cheaper rate is between midnight and 7.00am, ie thats your ECO 7, and the normal rate is from 7.00am to midnight. The cheaper rate is R1 and the normal rate R2. The storage heaters are very basic old technology and do often run out of heat by the end of the day. You can upgrade the heaters to have a boost that runs off the normal rate but they need to be wired in to a dual supply. These are known as LOT20 and are improved but still not as good as panel heaters. Unfortunately you can't adjust the heaters to be charged during the day they don't work like that.

I would like to add, that most of the meeters now days are electronics, and the period of time is imput manualy, or preseted. To be absolut certen you shoud provide this information to your electicity provider. A photo of the informations stated will enshrure an accurate feedback. R1 and R2 are just names given to a period of time, the price rate is with your supplier.

good answers but just to add. Do you have both input and output settings on the heater? if so put the output on minimum until you get home and then open it more whilst keeping the input on maximum. Remember to return the output to minimum when you are out during the day or asleep (when you don't need the heat) otherwise as you are experiencing the stored heat will be depleted before you actually need the benefit of it
