Flaking paint around plaster beads on fresh plaster

Hi, im looking to see if anyone has come across this same problem on a job. On a new extension that we have built im having issues with paint continuously flaking of in certain areas (Around all new plaster beads on doors/window and around window area) The walls were dot/dabbed and plastered in December and we mist coated, base coated and top coated in the same way we have always done and for some reason the paint flaked off. i initially put it down to moisture in the room as it was a wet spell so after a couple of attepmts i left the room for 3 months to dry out. I went back yesterday to finish the painting and its still happening?! The room has trickle vents and extractor fan as its a utility room and the customer has left the window cracked and gently heated the room to help with air circulation. I cant see that it is still moisture so im wondering if its an issue with the beads, plaster or even the paint. I have been decorating for 17 years and never had this issue apart from a garage conversion on the same project where we used the same paint as in the utility room. In that room we eventually got the paint to hold but cant seem to sort it in the utility. The paint is a mixed valspar trade flat matt Has anyone come across this and solved it? Any advice would be great before i smash all of the plaster beads out! Neil
