Planning permission vs certificate of lawfulness?

Can someone please (in layman’s terms!) explain the difference between the two? A potential property we like has been recently renovated and has a new extension. We can see online that this was refused planning permission twice (initially and at appeal) but a certificate of lawfulness has since been granted. Should we avoid or doesn’t it matter? T.I.A!

a certificate of lawfulness is issued usually on a structure retrospectively & means the building is now legal even when planning has previously been refused it is a very handy document to have. good luck Alex

It means that property does have permission from the local authority it is called pd. Jagir

A certificate of lawfulness is often applied for and granted when the extension works fall under permitted development. Planning could have been refused on previous occasions but the owner then may have changed the proposed works so that it would fall under permitted development. They could have then applied to the council for a CoL to prove the development is legal.
