heating coming on when set to off ,unvented sytem

hi got a megaflow system where the heating comes on when set too off,so when the hot water is on .Ive changed to the complete 2 port valve on the heating circuit and its still happening ..... any ideas ?

It’s hard to answer this question without seeing the system , but is this a new problem or have you just moved in or you don’t know if it’s always done so , things it could be is the pipes were originally plumbed in wrong or a two port valve not closing properly or even wiring not done right . You should book a heating engineer to assess .
