Lockshield valve leaks when trying to turn off

When we turn the lockshield valve on the right side of the radiator clockwise to turn it off, it starts to leak. Is this normal? How can we turn it off without further leaking? In more detail: We're trying to remove a radiator for decorating. We've switched the TVR (left side) valve as far down as it goes (goes down to star - not to zero - same as the other TVR valves in the property). The lockshield valve on the right starts to leak when we try to turn it off (turning clockwise with an adjustable wrench). We turned the valve back in the end as the leaking got worse (fast dripping) the more we turned - up to about 3 turns - and then decided to reverse. Is the leaking normal? How can we turn it off without leaking. We're also wondering if not being able to turn the TVR to zero - just to star - is an issue, and maybe related.

there is a gland nut where the spindle enters valve try to tighten it, have you turned locksheild all the way off they sometimes stop leaking from gland nut if you do ,to shut trv off you need the maintenance cap supplied with valve ,if not used the valve will open when temperature drops bellow 5 c ,if you have not got cap when you disconnect valve cap off valve with a 15mm female cap.

Turn off locksheild (clockwise)and have it replaced asap. Call a heating professional so it gets done right -change over of the valve may not be complicated for some , but a qualified engineer will check over all your system and advise so if a full drain down is required there may be other valves in the same condition that need replacing too, then will give appropriate water treatment (inhibitor).
