Build toilet on ground floor of house

I wanted to make a small bathroom under the stairs. Just a toilet and sink with tiles on wall. There is already enough space under the stairs. Do I need planning permission or building regulation permission before I carry work out. Thank you

Building control...a drawing with location and description and how you are disposing of the waste .

Definitely not but usually gas and electrics are under the stairs and that does require competent and registered people

No planning permission needed for this alteration/addition unless the property is grade 1 listed.
I would ask my local council if unsure.

If you're adding to or altering underground soil pipework then BC will want to check. Adding/connecting above ground then not.
Extraction needed if no opening window. Installed and notifiable by electrician when lighting done. Apart from that all good👍
