I would suggest looking into a mould resistant fungicide masonry paint system to apply to the concrete panels and posts, to the colour of your choice. If you cannot get the colour you require off the shelf, you may be able to ask to have a master batch colour added to white (ask at say a B&Q paint mix counter or similar). If you are not dead set on full concrete but still want the look, feel and colour option, maybe consider composite posts and fence panels which won't require any treatment at all. I would use concret H posts and concret gravel boards, and then use either composite fence boards or as an alternative composite decking boards could be used.
