Weird Bathroom sink issue

When running the tap in the bathroom sink without a plug in, the water does not drain away or just trickles so the water builds up in the sink as if the drain is blocked. However if I put the plug in and fill the sink, then pull the plug the water runs away normally so it obviously not blocked . Any ideas on what the issue is

you probably have a self sealing waterless trap under your basin, it is probably gunked up ,this impedes the trap from opening properly, when new they will allow water to trickle through but as they get older they get lined with soap and hair, so when your basin is full and you pull the plug you have a greater volume of water that opens the trap.

Remove the waste trap and clean make sure the waste pipe is clear Filling basin increases pressure on drainage so flow is faster
