towel rail heat will stay on

Hi. We have just recently had a converted towel rail installed in our bathroom. It is hardwired in to a control panel to switch on and off and control the heat. But we have noticed the rail will come on without having to switch the control panel on and it will not switch off unless you switch off the outside switch in the hallway. But the switch also turns off the bathroom lights. Has it been wired in in correctly. Thank you

I would say this is completely wrong. I would get whoever installed it etc to come back and sort it out.

I would contact the company / person who initially came to install the towel rail...and quantify if he actually knows what he is doing and is qualified to do the job.
Being that a towel rail would be on a power circuit and nothing to do with a lighting circuit.
I would also consider reporting him to a Governing body,if he could not prove he is qualified to carry out the works required.

Potentially two issues here:
1. Fault with the internal wiring either in the control panel or thermostat.
2. It sounds like the towel rail may be getting power from your lighting circuit which is incorrect and possibly dangerous.
You should contact the person who installed it and get them back in the first instance.
