No hot water from cylinder

I have a Stelflow Duplex Unvented Cyclinder and the hot water does not work unless I switch on the Booster switch. Please can you advise how this can be remedied?

this has 2 immersion elements, a main at the bottom and a boost at the top, either the electricity to the bottom element has been disrupted or turned off or the bottom element or the thermostat in it is defective.
