Air vent in spare room - fill it in?

Hi, In our new property in the spare room at the front of the house upstairs there is an air vent next to the top left of the large window, that just has a simple metal slated grate over it from the inside and several rows of small holes in the outside. It’s. 1930s terrace. There is no fireplace etc in here, but as it leads directly to outside it leaks in every single noise from the street as well as all the cold air. Wondering if anyone can help with: - what was it’s likely original purpose - can/how can I block it up to stop the excessive noise and loss of heat? Many thanks in advance!

Theys vents are to help stop condensation. From today technology an extractor fan would be fitted. You could block the vent however you run the risk of condensation and mould in the room. You could replace the internal vent with a closing vent that gives you some option of control

The original reason was to allow ventilation of the coal fire (flow of air), if you now have double glazing without vent slits in the frame you need this ventilation to prevent condensation & mould build up. So the answer is do not block up

Can be blocked up as long as you have trickle vents on your windows. Or internally put in a modern vent that can open and close
