Blocked brick air vent (expanding foam)

Hi, When we moved into our 1915 ground floor flat we noticed that the previous owners had blocked all the exterior air bricks with expanding foam (!). This is obviously not good for ventilation and we have some issues with damp when stored in storage against the exterior walls. Is there any way of removing expanding foam once it's cured? Or would the whole brick need to be removed and replaced? I've no way of seeing how far back into the vent the foam goes but from a poke with a very long nail it seems it's quite far. Any advice / help would be massively appreciated on who/how would be best to fix this. thanks!
