Popped Door Frame Fixings to New Build House

Dear All, We have moved into a new build house some 20 months ago. We've noticed that the "heads" of the door frame fixings are now slightly protruding through the gloss paint which has cracked. The overall appearance is unsightly. Most of our door frames therefore now need sanding down and repainting. We have asked our house builder to undertake this work as part of their standard 24 month "snagging repair" obligations. They replied that these repairs are due to shrinkage which is outwith their obligations. We believe that the damage has been caused (or least exacerbated) by heavy ground compaction during the construction of neighbouring properties which made our house shake considerably. We would appreciate any advice on this matter, with our thanks.

Bromyard
As this is a new build with timber frames, the wooden door frame has slightly shrunk due to drying out & slight shrinking
