Why is there an air brick in my wall 2 metres from the floor?

I have concrete ground floor, wooden floor upstairs and a vent in my wall six inches from the ceiling. Sitting near to it in the winter is uncomfortable and I feel it is contributing to rising heat costs. I have a redundant gas pipe in the room which would have had a gas fire at one time but it's long gone (I've been here 20 years without one). Are they related? Can I block the air brick?
Are you a tradesperson and able to answer this question?

The air brick was for the redundant gas fire. I would be reluctant to cover it up as it may cause issues with condensation and mould in the room.

If the vent is near a old flu it should not be blocked off

you should be ok to brick it in can’t see it causes much of an issue, alternatively you can install an adjustable map vent on the inside you can open and close as you please can purchase them in a range of colours too.

It can be bricked up but u should check with ur local council first
