Hanging heavy cabinets to Victorian house external wall

Hi I want to hang some heavy cabinets on an external wall in a Victorian terraced house. The drill went through the plaster almost without any resistance 7cm deep and I don't think I met the bricks yet. The other curious thing is when I blow in one hole, dust comes out from the other hole 15 cm apart. Could anyone advice what is happening here? I was drilling 2 cm from the intersection with the ceiling if it make any difference, but knocking on other parts of the wall far from the ceiling it sounds hollow. I wouldn't of course hang anything to a wall in this condition, but wanted to know if it's a good idea to just re plaster the areas where I want to hang my cabinets or better to do the whole wall? Any other solution to hang heavy things on this wall? Many thanks in advance for any advice.

I would try to use chemical anchor but deeper, maybe 15 cm or so. Fit a thread bar then let the anchor dry then try it to check how solid is

It sounds as tho at some stage the walls have been lined off . This could have been historically with timbers and lathe and plaster , or in more recent years with battens and plasterboard ! I would drill a small series of horizontal holes 25mm apart to see if there was fixing timbers ? If your drill finds one , then usually 400mm to 600mm should be the centre of the next one . You would be far better to fix to these !

Plaster has blown from brickwork hollow wall fixings will fail , wall needs hacking back to brickwork then Re plastering .
