Water ingress or condensation under concrete steps

Hello, we live in a lower ground victorian conversion flat. Our front door is just below the concrete steps going up to the first floor. The surface below the steps forms part of our entryway ceiling (we can see the shape of the steps from below essentially). Whenever it rains or it's more humid, the of our ceiling (right below each step) is completely drenched throughout with water. It doesn't look like a leak as the water is covering each step quite evenly.There is a strong musty smell by our door and some of the plaster near the door now damaged. The steps were waterproofed about 10 years ago and an air brick put in next to our front door around the same time. We are now unsure if the water is condensation (looks like it and in large amount) or water slowly seeping through the steps. If it was condensation, is there a way to fix this by getting the steps redone and waterproofed again? We just want to understand if there is any chance to solve it or if any work will just be expensive and not solve the issue. Thanks

It is most likely to be condensation. It is a common problem as the steps are either very hot or very cold. You can’t really heat up the concrete but you can introduce heat to the room and an air exchange system . It’s is always a ‘do something and see if it works’ situation . Sorry to not be very helpful but these spaces were only designed for coal storage .

I would recommend introducing a water management system to the area. Then it doesn't matter if it is condensation or water ingress from the steps as the water management system will cover all bases. It can be expensive and disruptive but if you want a one stop solution then this is the way to go. Most damp proofing companies will be able to quote for the system. Hope this helps.
