Should I remove chipboard floor and replace with ply?

I am about to start work on prepping the new ensuite bathroom and doing 1st fix plumbing. The house has just been extended and the new room used to be an airing cupboard and part of a bedroom. Small amounts of the floor (about 10% of it) have already been pulled up to re-route the central heating pipework, and some of the floor is damaged in places. I understand that it is best to lay tiles onto ply rather than chipboard and that usually either a tile backer, or a thin layer of ply is layed over the chipboard and screwed down through the board and into the joists. Would it be better to just take up the whole chipboard floor and then fit ply? If so would 18mm be sufficient (joist spacings are 400mm) as this would be the same thickness as the original chipboard, or would 25mm be needed? Thanks in advance.
