Perished felt under roof tiles

We have bought a late 1970s terraced house in south London with pitched roof where the felt under the roof tiles has split in several places and is hanging down between the trusses. The tiles are in good order generally with only one small leaking area. There is very limited head room so the loft space will only ever be for storing the combi boiler and suitcases etc. In an ideal world we'd take off the tiles, replace with breathable membrane and then retile but is there an alternative short-medium term solution that would be easier on the budget for now? Any thoughts? Or suggestions on what we should ask builders/roofers to quote on? Thanks.

Unfortunately the best practice is just to have a meter up re - felt and batten , it’s very common for the eaves section of your felt to fail especially being that old.

Obviously felt is only a secondary barrier and should not be riled on as a permanent repair on a budget tile repair will do if only a small budget is there
