Mid Terrace front extension

My neighbour is going to build a front extension to a mid terrace house. They are planning to extend the full width and 1.4 metres out. It will impact on our living room light and view, our front windows are around 70cm apart from each other. Will they have to submit plans that we can object to? The builder reckons there is no impact to light etc. Just looking for advice on how to proceed, I checked local planning and there are no plans submitted yet. Thanks. Plans have been posted, I dont think the 45 degrees rule is broken, but I dont like the drainage to use the gulley in our garden ( i think it's a soakaway) or add another soakaway, the garden already get very boggy after normal rain! I'd be happy yo hear anyones views, I dont want to cause too much trouble with them tbh!

Yes, full planning for extensions in front of building line. There are also restrictions based on 45 degrees from windows for impact on neighbouring light. Either way you can object, name sure you refer to your local planning policies as it is the. Just a tick box exercise for the planners.

Full width will not be permitted under planning rules and the application will be rejected. However, if he is doing just a porch which is not the full width and is not encroaching or compromising the highways or utilities in the front, then he is permitted to build without the planning application.

You really need to check this out with your local authorities planning department. But a basic rule is this. If you go 45° from the centre of the window. As long as the proposed extension doesn't impede the line then it's hard to accept but it usually goes through. If it does cross that line it should get knocked back.
