Mid Terrace front extension

My neighbour is going to build a front extension to a mid terrace house. They are planning to extend the full width and 1.4 metres out. It will impact on our living room light and view, our front windows are around 70cm apart from each other. Will they have to submit plans that we can object to? The builder reckons there is no impact to light etc. Just looking for advice on how to proceed, I checked local planning and there are no plans submitted yet. Thanks. Plans have been posted, I dont think the 45 degrees rule is broken, but I dont like the drainage to use the gulley in our garden ( i think it's a soakaway) or add another soakaway, the garden already get very boggy after normal rain! I'd be happy yo hear anyones views, I dont want to cause too much trouble with them tbh!
