Cost of lowering a stone step?

I am buying a flat which is accessed via a very small garden to the front, with a gate then a path. There is a very high step up from pavement to garden path - as a disabled person, I can't manage it. Who would I get to reduce the height?

I would recommend you have it ramped with possibly a hand rail therefore you need a builder or good landscaper

Disable ramp, no argument about it. Disable person must have disable exit.
