Mist coat done and top coat is peeling?

Hi All Got a few issues which I need some help with please. So fresh plastered walls I let it dry and walls became a light pink colour. Mist coat done using wickes emulsion. Watered it down to a single cream consistency. Let dry, filled and sanded down. Wiped down walls with a slightly damp cloth. The next day started painting using dulux diamond Matt. While painting was being done I saw big specks of something in the paint. What is this? Also my hallway the paint is peeling but nowhere else that has been painted has this happened? Please help?

The hallway is freshly painted aswell yes? Mist coat and top coat applied?
If so, the walls may have been over-polished when plastered, which can weaken the adhesion between the paint and the plaster.
Not mist coating or sealing the plaster as reccommended can also cause this to occur.
The specs were in the paint yes?
How old was the paint, how was it stored and was it thoroughly mixed before use?

Dulux Diamond will only work with a Dulux Diamond mist coat, nothing else!

You need to sand walls prior to painting to form a "key" for the paint to adhire

The answer is the whickes emulsion don't use it, newly plastered walls need to dry thoroughly, scraped and sa nded. Apply a good quality or named brand Matt emulsion I, have never watered down emulsion and done countless new builds since 1986
