Unsure about new felt roof, spongy in some areas

Hi, we recently had replaced the roof (last week). Following was done: 1. old felt etc was removed 2. furrings were installed on existing deck 3. new osb was laid on furring 4. 3 layers of felt was applied on the top I was walking on it today and in some areas it felt spongy. what could have gone wrong. This is the same roof discussed in another question around ventilation. https://www.mybuilder.com/questions/v/73300/flat-roof-ventilation please advise.

Possibly not enough furring strips put in or and 11mm ply /osb instead of 18mm will make it feel spongy under foot my money is 11mm used and not 18 mm hope this helps

Old deck was not superficial and should of been renewed not over layer. So new roof on top of old roof.cowboys

It could be original roof was gone due to leaking all original boards that had water damage should have been replaced first

The existing deck should have been removed and the firrings screws down onto original rafters then new o.s.b.
Installed.
