How to stop an extension flooding that is built against a retaining wall?

We have an issue with our extension flooding. The extension I believe was built against a retaining wall and the back of said wall had a gap in the floor and two air bricks. These have now been concreted over by a tradesman as of his recommendation to try to stop the flooding. It rained heavily immediately after so it's unlikely the concrete set and we woke up this morning to a completely flooded extension. It has barely drained. Before the water would at least drain out far quicker. There was guttering and a downpipe on the extension which was also removed in hopes of 'easing the strain and dispersing the water more evenly' Will sealing and concreting the air bricks and gap in the floor where the air bricks cause problems? What would fix this problem? Note: this extension was built before we moved in. The property was inherited by my partner. We are unable to find any documentation or plans around who built it as of yet.

I would advise that you contact a Building Surveyor to investigate the issues and make out a report on the remedial works required to solve the problems.

Air bricks are there for a reason they should not have been filled and depending on where the waters coming from depends on what needs doing.
