Maggots coming up from underneath block paving driveway

Need some expert advice. We had a block paving driveway put down in April, 5 months ago. In the last few days, less than a week, we found holes in between the bricks where sand had been pushed up. After putting some patio magic and ant powder down, and it raining, we found a large amount of what appear to be maggots coming up from these holes. Still finding them now after pouring boiling water on places. It appears as though there are still maggots underneath the bricks. Any suggestions as to why and how we sort it.
Are you a tradesperson and able to answer this question?

Remove blocks in affected area
get rid of dead body.

Real maggots hatch from fly eggs. No fly is going to lay its eggs on tarmac, neither is there any food in under block paving for them. Perhaps somebody check something food like underneath the unit when laying

Uv probably got some dead under the driveway that has been buried under there at some point or wen the driveway has been put down and the staff probably eating chicken takeaways left the rubish under the drive which has cause them to bread depending how many are rising should deter wat it is if theres loads then it dead if small amount it probably waste ur only option is to lift the area and find the cause
