What (possibly) are the ground level vents in my and my neighbours gardens...

I have recently started living in a property that was built about 9 years ago by a reputable builder with NHBC certification etc... I have, in the front garden, a mushroom like vent cowl that seems to attach to a 110mm vertical drainage-like pipe that terminates at/about garden level... I suspect the cowl is supposed to be fitted over the end of the pipe but is, in fact, sitting loose on the top of the pipe... It is close to where the front vertical drainpipe for rainwater discharges into a similar 110mm drain pipe... and close also to a couple of inspection chamber covers set into the lawn... The vertical drainpipes have rubber gaiters sealing the bottom of the pipes against the 110mm drain pipes they discharge into... There are a couple of inspection chambers in each front garden of mine and next two neighbours.... and I can see a total of three of these vents in our gardens... I appreciate that these are not going to be foul vents (I assume there is a vetted stack is in the house somewhere - and no pluming issues I can see) but I was wondering what they could be...? Are they related. perhaps, to surface water drainage...?

These are called interceptors Vent really Old school Maybe it’s all going into old underground from here

Possibly the new build site is built on a old waste disposal sight, and these vents can be used to disperse methane as the rubbish decomposes to stop a dangerous build up hard to say without pictures
