Can you plaster over paint if so do you need to prepair it?

Hi there my question is, I am redecorating my living room and I have taken off all the wallpaper and wish to plaster it now to get the surfice back to stander but the problem I have is that under the wallpaper I have taken off there is a layer of paint but the paint is half peeling off to bear plaster work. Will this afect the plaster going on top?
Are you a tradesperson and able to answer this question?

If the paint is glossy finish you will need to prime it with BOND-IT . That will give the plaster something to key to.

Hello,
if the paint is peeling of then this cant be plastered over as its loose and whilst your skimming this will bubble underneath and cause problems. The best thing to do is scrape all the loose paint off then get a plasterer check the surface first before anything else is applied, reason being if this is not done correctly and you apply i primer but there is loose paint still chances are it will still bubble and peel while skimming leading to problems.
