My boiler is electrical I am asking if a pump can be installed

If by boiler you mean the appliance that heats your radiators and hot water cylinder then yes a pump should be on this to circulate heated water. If you mean hot water cylinder that gives your hot water to your taps etc you can instal a shower pump to increase shower pressure.
