Best way to prevent mice/rats in a Victorian house

Hi Odd one, but was in the living room and had heard loud gnawing and grinding from rats underneath the floor, it was hard to pinpoint the noise and at one point it was between the walls Any ideas on best ways to prevent I know there are gaps in joinery behind kitchen cabinets which I'll deal and any other points of entry that go amiss? Especially from downstairs to upstairs? Ideally I tend to block with wire mesh first or just concrette I'm trying to avoid the pest control route as that doesn't lead nowhere

1the first option is to stop rats and get rid of noise we have to use wire mesh and it will be covered with cement and the second option can use one of
