Pine window sill boards fitting

Hello, Looking for some advice. 😆 The house had originally red thick tiles on the window sills, and they hadn't been well looked after (some just not cleaned and protected, some tiled over with a thinner tile and others painted) So before the old windows where renewed I took them out with the hope of replacing them with a pine window board. So my questions are - the thickness is slightly different between the thickness of the tile and the window board, so the window board needs to be raised up slightly so it sits neat and flush with the bottom of the window. What would be a good way of doing this? - which comes first plastering of the rooms and then fitting the sills or fit the sills and then plaster? - and what is a 'normal' overhang of the window sill from the wall? Any advice is much appreciated Rob
