Damp spots on party wall - have treated with a DPC treatment - but damp spots still appearing. How do I treat?

We have damp spots on a ground floor party wall which when the weather is wet are very visible but tend to dry out when the weather is dry. We've tried a chemical injection system and replastered the walls but that hasn't solved the problem. The neighbouring property is rented and the landlord claims they have no problems with the wall although previous tenants have confirmed there is a problem with damp. I want to resolve the problem effectively. I was advised that lining the walls would be an option but am concerned about damp and mould growing behind the lining and causing me more problems and expense further down the line. The floor in that room was concreted over about 12 years ago but the problem is only on part of the wall and doesn't seem to be spreading up from the floor - the damp spots appear to be just dotted around the wall and not all the way up the wall - only the lower half - or all the way along the wall. I'm looking for an effective solution and would really appreciate some advice. Thanks
