Re felt flat roof

Hi Before I accept the job from the roofer this is the quote he gave me . He has advised he won’t take out the old felt. Please can I have some constructive advice . This covers the garage roof and fixing flashing to the plastic Lean to that is already there . Grind out chase along plastic passage roof and cut off bottom of ventedpipe that’s no longer in use. Seal into the wall using flash band. Seal bottom of plastic passage roof with flash band. Install new 4mm IKO TGX PREMIUM torch on felt to garage roof and paint surface with Aluminium solar reflective paint. Seal around perimeter with Brindle IKO TGX mineral felt to match existing porch roof. Seal porch roof felt into wall. O TGX mineral felt to match existing porch roof. Seal porch roof felt into wall. Amend guttering at rear of passage so it’s sits into the wall and close the gap. Amend guttering on garage so downpipe goes into soak away by the garage door . Thank you

If he’s using flashband for anything then personally I wouldn’t get him to take my bins out never mind re felt my roof. As for reflective paint then no no no, chase him.

Flash band on a new roof,has he never heard of a lead flashing ? New cap sheet should have a coloured chipping on the face,why would you paint a solar reflective paint that’s made for asphalt on it ?
