Metal staircase - do I do the paving 1st, ready to attach the metal stairs or after?

I am going to have a metal staircase made and am not sure whether I should have the area fully ready for the staircase. Should I have the ground laid with tiles on a concrete base?

Hi, normally the padstones or foundation for the stairs would be put in first to the level of the underside of the tiles and tile bed. Cast the anchor fixing of the staircase into the padstone or foundation, then tile round the anchors and put the staircase in. Care and precise measurements are key to making it look a top job.
